Any new teams joining? Current teams leaving? Changes to current teams, rules, etc?
What needs to change, what can make the league better?

way too early to predict any of that.
But to answer what could make the APFL better: every team having the budget Sioux City has.

If they want to make the league better, they need to set a pay scale like other leagues that each team has to abide by. Whether it's 250 a game or 25 a game, it needs to be the same for every team so that the talent level is equal across the board. Sioux City is able to pay the highest possible price for players (I think it is 250) so they attracted more talent than other teams. I'm guessing CB probably pays most of the guys 250 a game. Is that correct? But I'm also guessing some teams didn't pay some players anything which means you won't have very much talent on the team.
Create a pay scale. Say it's 200 for home games and 300 for road games. It could be more or less. But if teams can't pay the players, they will never bridge the talent gap.
I would actually like to hear the background of the Monster Energy stickers on the Blackhawks helmets. This could be a way for teams in this league to make more money. Sell sponsorships. Put stickers on the helmets or company names on the back of the jerseys. Some will say that it looks tacky, but if it allows teams to be financially competitive and competitive on the field, who cares what you look like?

I can tell you that there is not a Bandit player that gets $250 a game, I believe the pay per game is $75 and I have heard of several APFL organizations where the players don't get paid! They play for the love of the game and the possibility to enhance their careers. From what I heard the RB for Council Bluffs got a call from the Patriots during the lock-out? Any truth to that?
anyway, time will tell what happens with the APFL, but I can tell you, indoor football no matter what level is FUN to watch!

I thought at the beginning of the year they said they were going to pay the league maximum which I thought was 250. Does anyone know what the max is? I guess that kills my theory as to why there was such a discrepancy in talent.

The Blackhawks get nothing near $250.
The thing about pay is this:
Mid-Missouri and Springfield are legitimate semi-professional organizations. The players KNOW they aren't getting paid going in to things and that is fine. There are teams in other leagues where they are promised X amount of dollars and get paid nothing.
I would assume (I don't know) that the Bandits are 1-housing players and 2-players are getting food vouchers. That's what happened in the IFL, UIF, and NIFL. Of course, that could have changed with the league change and it wouldn't surprise me if it did.
Now with that said, forcing a "pay floor" WILL put teams out of business if its too high. You could always start your own league (by 'you' I mean Bob Scott) and just take the teams that can do this. As far as 'pay ceiling' I don't know. I'd guess its around that $250 a game like other leagues, but that's a pure guess.
But yes Bandit fans, you are playing in a semi-professional league at best. I know it sucks, but that is something we've grown accustomed to. Nearly every team is working on a budget of zero. That includes a sales budget and marketing budget. It's easy to say "they should market themselves" to increase attendance but that takes money teams don't have.
My hope is that Bob Scott grabs the rest of the league by the scruff of the neck and drags them up to a respectable level. Or moves on and takes Iowa with him.

I don't think the Bandits housed any players this year. Maybe their two from out of the region, but I think most had to drive in for practice. 51fan would know for sure.
Can you tell me a little about Council Bluffs ownership? Do they have the resources to compete in a league like the IFL if they could sell out the arena? Would being in a league with Omaha kill the Blackhawks, or would the rivalry between the two cities be beneficial?

With the former ownership I'd say it'd be a 'no' as far as affording the IFL or a league like it. He could probably tell you better than I could. If he wants to I'm sure he could set things straight about that. As far as current ownership, I know as much about him as you do. I've never met the man. I know he's a local CB business man, but that's about it. and being in a league w/ Omaha...well, I don't think anyone would regularly cross the river to CB from Omaha. The Blackhawks need to focus on CB and east.

Anyone could afford the IFL if they could sell-out a 7,500 seat arena. The trick is being able to afford the losses if you don't. The great thing about the APFL is that it provided guys like me and markets like Council Bluffs a chance to make it without losing a ton of cash - even though I lost more than my fair share. The truth is that C.B. is too small of a market to draw large crowds from consistently enough (roughly 58,000) to support an IFL budget. In comparison, Sioux City and Topeka both have around 150K and Omaha has over 300K to draw from - that's a huge advantage when it comes to sales and marketing.
As for player wages, if it’s still the same from 2010, the cap per game for a player is $200. But the contract states that the exact amount is at the discretion of the team. I believe that Blackhawks players got paid somewhere between $20-$50 per game this year.
